The NDA Research and Development Program contains the proposed projects to be conducted from the national research and development fund for the years 2002-2003, 2003-2004 and 2004-2005.
The research projects outlined are all national in scope and contain multiple components and stakeholders. It is expected that some of these projects may need to be managed over the course of several years.

The primary aim of the NDA Research and Development Program is to progress the national strategic priorities, as identified under the five policy priority areas. This will enhance the quality of life of people with disabilities and their carers by assisting them to live as valued and contributing members of the community.

Role of the NDA and the NDA Research and Development Program
The role of the NDA is to oversee the development and implementation of the national Research and Development Program by way of administering the research and development fund, as defined under the CSTDA.
The role of the NDA Research and Development Program is to fund and effectively manage research and development with respect to:
- the provision of services under the CSTDA;
- the achievement of the national framework, under the CSTDA, for people with disabilities;
- addressing key national and strategic research, development and innovation priorities; and
- progressing the national strategic priorities, as identified under the five policy priorities.

Research Approach
The Research and Development Program will ensure that each research project will meet the following criteria:
- the research will inform the third Commonwealth State Territory Disability Agreement and its five policy priority areas;
- there is a demonstrated need for research;
- the research is national in scope;
- the research contributes information of relevance to current policy debates;
- the dignity, privacy and individual aspirations of all research participants are respected and maintained throughout their engagement with the research;
- the methods used are appropriate to the intended subject;
- the proposal has been generated through consultation with stakeholders and, wherever possible, people with disabilities and/or carers and advocates; and
- high quality research can be produced with the given resources available.
Research and development work from the NDA Research and Development Program could be undertaken by appropriately qualified companies, groups, private individuals, groups from within the disability sector, research bodies and research institutions.

Coordination of the NDA Research and Development Program
The responsibility for coordinating the NDA Research and Development Program is shared among the NDA member jursidictions. The coordination role is currently with Victoria.
